Stubcoin, backed by a ruble bound by a licensed Russian defense bank, ended up sponsoring Singapore’s biggest crypto event, with financial sanctions causing a headache of compliance that blurred and blurred the jurisdiction.
On Friday morning, former White House crypto policy director Beau Hines took the stage at Token2049 and praised the virtues of his new employer, Tether and his genius, the adaptable Stablecoin USAT. Hours later, Oleg Ogienko, director of A7A5’s regulation and overseas affairs, was a Ruble-backed Stablecoin publisher targeted by authorities around the world, and took the stage with a very different message.
Ogienko’s presence and the speech he gave were made for a more interesting meeting, but the big question about everyone’s mind is how his approved company was able to pay for sponsorships.
The A7A5 is a silly stubcoin of ruble assistance issued by the old vector and used in the A7 LLC payment platform, designed to help bypass sanctions domestically – is supported by the Russian-owned Promsvaazbank (PSB).
Shortly after Russia’s invasion of Ukraine, Singapore joined the West by breaking decades of neutrality policy and sanctioning major Russian banks and Defense Union entities, including the state-run Promsvyazbank (PSB).
On March 14, 2023, Singapore’s Monetary Authority (MAS) issued the notice SNR-N01 banning Singaporean financial institutions from communicating with major Russian banks, including Promsvaa’s Bank (PSB).
In effect, this prohibits MAS-controlled institutions or cryptographic service providers from promoting or handling transactions, sponsors, or partnerships that contain digital assets backed by the A7A5 or other PSB.
However, token2049 is organized by a registered bob group in which Hong Kong. Hong Kong as part of China follows Beijing’s leadership over sanctions that currently maintain trade and economic ties with Russia despite Western restrictions.
The Token2049 organizers did not respond to repeated requests for comments. MAS did not provide a response per press time.
The Bob Group is in compliance with Hong Kong’s local laws, but other sponsors were nervous about associating the brand with the A7A5. Many companies who spoke to Coindesk called it a “nightmare of compliance” with the existence of Stablecoin publishers, while others said they had a “heart attack” on their site.
Bob appears to have received the message and scrubs a reference to A7A5 from his sponsor list, but it is still available in the internet archives.

Market movements
BTC: Bitcoin surged to a record high above $125,000, an 11% increase in one week, as US government shutdowns and global liquidity expectations increased demand for US spot ETFs and safe havens amid purchases.
ETH: Ethereum has traded around $4,500, attracting attention ahead of the Fusaka upgrade in December. Vaneck says it will reduce roll-up costs through Peerdas, increase scaling efficiency, and strengthen ETH’s role as a financial backbone for the network, rather than just a fee-generating asset.

Nikkei 225: Japan’s Japan 225 will surge in record numbers by more than 4% after the ruling LDP selects Sanaeta Kaichi as its new leader, and investors will bet on her growing “high pressure” economic stance to maintain BOJ’s policy.
