Abu Dhabi has launched a new project to establish quantum-resistant blockchain infrastructure for government and economic applications.
The initiative, led by the Government’s Ministry of Possibilities (DGE), aims to protect the Emirate’s digital systems from new computational threats from quantum computing. It is also seeking to strengthen Abu Dhabi’s position in developing advanced technology. Agile Dynamics, a consulting company with experience in distributed architectures, is a key partner supporting the development and execution of this government blockchain UAE project’s program.
Sovereignty layer after four-class encryption at the core 1
At the core of the project is to design the Sovereign Layer 1 blockchain protocol, which is both Ethereum Virtual Machines (EVMs). The system uses quarterly encrypted primitives to maintain long-term security of key national data and digital transactions. This system is a reliable foundation for digital operations across the public and private sectors.
The agreement also incorporates protocol-level regulatory compliance and cross-chain interoperability standards. These measures prepare blockchain networks for future expansion, including global use cases and international digital services.

Pilots and tokenization pilots to boost the UAE’s economic goals
Beyond the Layer 1 blockchain, collaboration evaluates technical pathways and builds an integrated distributed financial (DEFI) framework. The agreement will improve the efficiency of international trade finance by providing immediate settlement and transactional transparency mechanisms.
The third partnership component evaluates the feasibility of the Foreign Direct Investment (FDI) AS-A-Service tokenization model. The pilot examines how blockchain-based systems streamline investment flows, manage capital deployment, and increase transparency for stakeholders involved in cross-border economic activity.

Agile Dynamics is at the forefront of technology design across blockchain business architecture, tokenization models, and AI integration. Key staff include Paul Lalovich, Emma Vukovic, Yilmaz Yadırgı, Philipp Kishkovarov, and Nikola Mandic.
